After washing your storage bin, drill holes in the bottom for drainage, fill it with about a foot of soil. If you already have an outside garden bed ready, make sure it has no rocks, and is hooked up to a watering system.
As a kid you may have picked one of those fluffy flowers and made a wish on them by blowing the seeds off. Those are Dandelion Clocks, and you will need to collect (or buy) enough of those in the spring-fall to start your garden.
After you've driven around your neighborhood plucking clocks from people's yards, this is where your wood ruler will come in handy. Lay your ruler on its side in the soil and use it to create rows you will plant your seeds in to. You could just blow the seeds in the direction of the spoil but they might not all germinate this way, or miss the garden entirely and you'll end up with an invaded yard. After you've made your rows (The depth or width between rows doesn't matter), sprinkle the seeds into them, then lightly cover the rows up with soil.
Water until the soil is spongy (but not muddy). At least 4 to 6 hours of direct daylight is necessary to germinate the seeds properly.
Hook it up to a daily sprinkling system that keeps the soil moist, or simply don't forget to water it every day by hand.
It takes about 3~6 months for it to start growing wild like the picture above.
